Im using softimage 2011 advantage subscription pack 64bit.
say, in a new scene i have a grid and a curve drawn by CVs. On the snapping pannel i have set “snap points"->points. if i enable snapping and grab a point and translate it, it snaps to grid points/curve points just fine. but if i enable a tool say “add/edit polygon tool” and enable snapping, snapping simply doesn’t work either on the grid or the curve.
do u guys have the same problem? Is there any work around? plz let me know this thing’s driving me mad.

I don’t have that problem.
Maybe you should try restoring the default Snapping preferences?
File > Preferences
Expand Tools
Right-click Snapping and click Restore Defaults
