Why softimage modtools slow with my graphic card?

hi i recently buy a graphics card exactly this:
this
supposed this must run good, but is not. I haven’t used a graphics card before, just the chipset that have the motherboard by default that run with DirectX 9 and softimage ran better
Why? someone can tell me what i have to do to solve it?
