Backgrounds images rendering black when using mental ray photographic exposure

When you use a .bmp or a .jpg image as a background image with mental ray photographic exposure you get a black background, as if the image hasn't been used at all.

What actually happens is that a white pixel in such an image emits 1 cd/m2 which is so low that it renders as black in almost all cases.

To resolve this make sure you scale these values using the unitless physical scale option, in the environment and effects dialog:

Environment and Effects -Unitless

For more information see the section on physical scale in the Autodesk 3ds Max Help > Effects and Environments > Environment and Atmosphere Effects > Exposure Controls > mr Photographic Exposure Control.
